Safety Analyst II - Street Transportation Department
ABOUT THIS POSITION
Phoenix is the 5th largest city in the country, serving as Arizona's center of government, commerce, and culture. The City's HR Safety Division is seeking a high-performing, experienced, and skilled professional to fill the Safety Analyst II position within the Street Transportation Department. This role involves providing safety oversight under the department's Safety Program Manager. The Safety Analyst II will assist in various programs, including injury and illness prevention, vehicle investigations, safety training, and the development of best industry safety practices. This ensures that the City of Phoenix maintains a safe and healthy workplace for its employees and complies with all current safety and health standards and regulations.
This position will assist in environmental, health, and safety efforts with peers and other city divisions, and report to the Safety Program Manager. The Safety Analyst II works in groups and independently on assigned programs, training, and projects.
Duties and responsibilities include and are not limited to:
- Support assigned workplace safety programs at a department level to ensure regulatory compliance and minimize employee injuries and incidents.
- Perform field studies, inspections, and assessments to identify, evaluate, and control occupational health and safety hazards.
- Implement and administer corrective measures, policies, procedures, programs, and training curriculum to enhance the work environment and foster a positive safety culture.
- Understand, interpret, and apply Federal, State, City, and industry-recognized rules, regulations, and procedures regarding workplace safety to department heads, supervisors, and employees.
- Analyze department safety statistics, including leading and lagging indicators, to evaluate, detect, and respond to injury trends and recommend corrective actions.
- Conduct incident investigations and root cause analysis.
- Oversee employee safety initiatives including safety subcommittees, and safety hazard reporting.
IDEAL CANDIDATE
Knowledge of:
- General safety practices and federal regulations and ability to develop a working knowledge of how those practices and regulations apply to City departments by learning the needs of the department and working directly with employees and management.
- OSHA and other agency regulations.
- Develop open communication with staff at all levels of the organization to achieve a positive safety culture while taking a proactive approach to managing the safety program.
- Display high attention to detail, documentation and timely follow-up.
SALARY
Pay Range: $74,422.40 to $109,969.60 annually.
Hiring Range: $74,422.40 to $104,728.00 annually.

- Pay range is the entire compensation range for the position classification.
- Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
- Promotions occur when the last two digits of the pay grade increase.
- Demotions occur when the last two digits of the pay grade decrease.
- Lateral transfers occur when there is no change to the last two digits of the pay grade.
- When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS
- Two years of experience in accident prevention and loss control programs.
- Including at least one year of professional work experience with department-wide safety and employee occupational health, training, and motor vehicle safety programs.
- Bachelor's degree in risk management, safety management, or a related field.
- Other combinations of education and experience which meets the minimum requirements may be substituted
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Two years of professional experience in workplace safety, health, and environmental programs.
- Two years of experience in safety training curriculum development and facilitation to small and large groups in virtual, and in-person environments.
- Professional certifications such as CHST, OHST and OSHA-30 or NFPA 70e.
- Other certifications such as ATSSA (Flagger, TCT, TCS).
- Ensuring compliance with OSHA standards in the workplace (General Industry and Construction) and implementing programs to reduce incident rates.
- Workplace safety program coordination and oversight including policy creation, training curriculum development and delivery, risk assessment and general compliance recommendations.
- Overseeing different areas of safety programs such as regulatory compliance, traffic control, hazardous communication and industrial equipment machinery.
- Conducting facility safety audits, researching Federal, State and Local regulations/standards, and implementing corrective actions.
- Performing Job Hazard Analysis, making recommendations and implementing corrective actions.
- Developing safety standards and procedures.
- Root cause analysis and investigation.
